Did you activate the NehrimEnglish.esp in the launcher?

Maybe you are installing Nehrim in the Oblivion folder?
Nehrim creates it's own folder, don't install it in the Oblivion folder

Well this issue has already been reported... I am playing with the german version, and in the German version the gates open at 8 AM and they are closing at 8 PM Dunno whats wrong with the English version, but maybe the NehrimEnglish.esp made some errors to this gates... At least you are using tcl so...

It's just a missing translation, but the translation isn't important, it just says that you choose your weapon and that you havet o return to the Sanctum now

Of course you can use Quarl's texture pack, but please note, that there are more Objects in Nehrim than in Oblivion so the Performance will be worse than in Oblivion with Quarl's textures
