OK, try the console command
set nqwanted01.justone to 1

Yep that fixes it, wanted quest now continue

Is the Dwarven thief the last quest in the wanted quests or am I bugged, patched up to 1.0.8.2 thanks in adv.

It's the last one listed in the Construction Set. My guess is that the quest isn't listed as completed because SureAI is planning to add more bounties in the future.
